Witnesses described the scene as chaotic. Tito Aguilar, who spoke to CBS News, said he had been ordering food when he saw a group of juveniles attacking another juvenile moments before the shots. He ran, then returned to find people with apparent gunshot injuries.

Toledo Fire and Rescue Chief Allison Armstrong noted that bystanders in the crowd used tourniquets to treat wounds before emergency crews could reach the scene, a response that may have prevented further fatalities. Roads were closed and traffic was heavy as people fled the festival, slowing ambulance response.

The remainder of the festival was canceled Sunday. Organizers said ‘it would not be compassionate, responsible or possible to continue.’

The Investigation

By June 9, an unidentified 18-year-old male suspect had been detained, according to reporting confirmed by NBC and local affiliate coverage. Police said the gunmen believed to be responsible are between the ages of 18 and 24 and are still being sought.

Detectives have conducted extensive interviews and identified ‘several persons of interest,’ Police Chief Troendle said. Authorities urged festival goers to come forward with any photos, videos, or information.

Lucas County Prosecutor Julia Bates issued a public statement that was personal in tone. ‘This is my home. These are my friends and neighbors. It is not OK,’ she said, adding that ‘justice will be swift and strong’ for those responsible.

The Community Response

Toledo Mayor Wade Kapszukiewicz confirmed at the Tuesday briefing that nine of the twelve victims had already been released from the hospital. All twelve are expected to survive.

Ohio Governor Mike DeWine had posted to social media Saturday night: ‘I am deeply concerned about the situation in Toledo tonight. Summer festivals should be safe spaces for families to spend time together without fear of violence.’
