A heartbreaking incident at Bay Paws Pet Resort in Pinellas County, Florida, has left a family grieving and a young employee facing felony charges. Hailey Devan O’Connor, 24, is accused of leaving two dogs outside in sweltering heat for hours, resulting in the death of one of them. This tragic event has drawn attention to the dangers of heat exposure for pets and the importance of vigilance in animal care.
An Accident Leads to Tragedy
According to authorities, O’Connor was tasked with overseeing two dogs during a routine “potty break” on the morning of Sept. 12, 2024, as reported by Law & Crime. Surveillance footage reveals that O’Connor released the dogs into a fenced outdoor area with no shade at around 10:30 a.m. The dogs were left exposed to the intense Florida sun until the next shift found them after 2 p.m. Tragically, one of the dogs, a Bichon/Maltese mix named Chantelle, was unresponsive.
Staff rushed Chantelle to a nearby veterinary hospital, but she was pronounced dead from heat exhaustion. The second dog, though also suffering from the extreme conditions, survived. O’Connor admitted to police that she “forgot” to bring the dogs back inside before clocking out, as reported by Fox 13.
Arrest and Animal Cruelty Charges
O’Connor was arrested and charged with felony animal cruelty. Under Florida law, this offense involves causing an animal’s cruel death or unnecessary suffering through neglect. If convicted, she could face serious legal consequences.
Court records also reveal a troubling past for O’Connor. In May 2024, she was arrested for allegedly spitting on a law enforcement officer during a separate incident, according to Law & Crime. As of now, she remains in custody.
Bay Paws Pet Resort Responds
Bay Paws Pet Resort expressed deep regret and took immediate action following the incident. In a statement to FOX 13, the facility said, “We are deeply heartbroken by the tragic loss of a beloved pet under our care. Our deepest condolences go out to the grieving family.” The business emphasized that O’Connor’s failure to follow established protocols does not reflect their standards of care.
The company has since terminated O’Connor’s employment, initiated an internal review, and pledged to implement additional training and safeguards to prevent similar incidents.
A Sobering Reminder
This tragic event highlights the dangers of heat exposure for pets, especially during Florida’s hottest months. Sherry Silk, CEO of the Humane Society of Tampa Bay, urged pet owners to remain vigilant. “If it’s too hot for you to be out in your backyard, it’s too hot for our animals,” she said, as reported by FOX 13.

Symptoms of heat exhaustion in dogs include excessive drooling, red gums, disorientation, and seizures. In these cases, immediate action - such as wrapping the pet in a wet towel and rushing them to a vet - can save lives. Flat-faced breeds, like French bulldogs and pugs, are particularly vulnerable to heat because of their breathing limitations.

While Bay Paws has taken steps to address this tragedy, the incident highlights the need for strict adherence to safety protocols in pet care facilities. For Chantelle’s family, no corrective action can undo their loss. However, this heartbreaking case serves as a reminder to prioritize the well-being of animals in every situation, ensuring such a tragedy never happens again.
