Ex-Cop Allegedly Took $600K in Disability While Running 5Ks

A Southern California police officer is facing multiple felony charges after being accused of faking a debilitating brain injury - all while allegedly living an active, high-energy lifestyle that included snowboarding, running races, and partying at a country music festival.

The case raises pressing questions about public trust, the oversight of disability claims, and just how much scrutiny goes into six-figure workers’ comp payouts.

The Alleged Injury

In March 2022, Nicole Brown, a 39-year-old officer with the Westminster Police Department, reported an on-duty head injury sustained while attempting to handcuff a suspect. She later told her superiors she was experiencing dizziness and headaches. Despite being cleared the same day by an emergency room doctor with no work restrictions, Brown went on to report severe symptoms and was ultimately diagnosed with a traumatic brain injury, according to the Orange County District Attorney’s Office.

This diagnosis qualified her for Total Temporary Disability - a program that entitled her to full salary and medical coverage. Over time, Brown reportedly received more than $600,000 in tax-free compensation.

What Prosecutors Found

While on disability, Brown claimed she couldn’t tolerate noise or light, suffered from screen sensitivity, and was unable to work. However, an investigation led by the District Attorney’s office painted a different picture.

Authorities say Brown was spotted drinking and dancing at the Stagecoach Music Festival in April 2023 - a multi-day event held in California’s scorching desert heat. Prosecutors allege she also went skiing or snowboarding in Big Bear and Mammoth, ran two 5Ks, visited Disneyland, played golf, and attended baseball games. She allegedly also took online university classes despite claiming she couldn’t tolerate screens.

According to the DA, the investigation began after several people familiar with her workers’ comp status recognized her at Stagecoach and reported the incident.

Stepdad Also Charged

Brown’s stepfather, Peter Schuman, a 57-year-old workers’ compensation attorney, is also facing felony charges. Prosecutors allege Schuman actively helped conceal the fraud by speaking on Brown’s behalf during a post-festival Zoom meeting, during which she claimed she couldn’t view a computer screen due to her condition.

The DA’s office says this meeting occurred just three days after she had been seen partying at Stagecoach. Schuman faces up to eight years in prison if convicted.

The Charges and Potential Sentences

Brown is charged with 15 felonies, including multiple counts of filing false workers’ compensation claims and making fraudulent statements to receive insurance benefits. She also faces an enhancement charge for committing a white-collar crime involving over $100,000.

If convicted on all counts, Brown could face up to 22 years in state prison.

Her next court appearance is scheduled for July 9. She has not entered a plea publicly, but her attorney has reportedly stated she intends to fight the charges.

Public Backlash and Trust Erosion

Kimberly Edds, spokesperson for the Orange County District Attorney’s Office, told ABC 7, “For a police officer to engage in that kind of behavior, it’s absolutely disgusting.”

The case is particularly charged because Brown was once celebrated for her compassion and service as a Homeless Liaison Officer in Westminster. As of now, the allegations remain just that, but public reaction has already sparked debate around oversight in disability claims, especially when taxpayer funds are involved.
